Oil spill quantity

I know the answer for oil spills is to report them to the USCG National Response Center. But practically speaking how big of a spill needs to be reported? I mean, if you spill a few drops of gasoline on the water, you can see a visible sheen right at that spot. Can you give any guidance or an example of a small spill that would nevertheless need to be reported?

I would make the call if more than 1 cup went into the water others say 1/2 gallon. But you see how the rule is written so its your call.
