The Deviation table can be found in the online course as well as the Navigation for the Mariner study guide on page 109. The upgrade study guides are the Seamanship for the Mariner and Maritime Law for Inspected Passenger Vessels. They are also contained within the Upgrade online course. The OUPV, Upgrade and Sail are separate tests. If you do not pass any sections, you will only need to retake those sections as long as you are within your 1 year timeline. You can only take any one section a total of 3 times.

You find position a then position b, draw a course line, then use you parallels set them up on the course line. Now carefully walk them over to the closest compass rose and read the inner ring since the problem is asking for psc.
